Unfortunately, as I mentioned in my original post, suggestion 1 did not work. Suggestion 2 was something I had not come across, so thanks for that. Unfortunately, it did not work either. If I knew what was preventing SPP from “creating a policy cache”, I suspect the installation would complete. Unfortunately, as I had indicated in my original post, using the Microsoft fix-it tool to completely uninstall Microsoft Office did not resolve the problem.

However, the problem is now fixed and I’m sorry I can’t mark anyone’s reply as the answer, but the problem is solved. The route to success was circuitous and confusing and probably could never be traversed again, but if anyone is curious, I will briefly recount it.
